   I have a Toshiba laptop and I'm wondering if I should use the Power Saver Option or Toshiba's Eco option?

   well i dont know what the toshiba eco does lol i have an acer one but i never use it. i would say try out each and see where you get better battery life, although with windows u can set different things like percent of processor use and so on manually.
